The 22 days you have before your trip is too little time for either of the standard options. You need to make an appointment to visit the passport agency in person. Fortunately, there is a passport agency in New Orleans. Call the office of your US Representative (Congressman) and ask for help making the appointment. Do that on Tuesday (Monday is a federal holiday). Good luck! It is currently taking 12 weeks for regular processing and 4 weeks for expedited processing.
